Act 38-2026 extended Puerto Rico’s investor decree under Act 60 and split it in 2 at a date. The picture sets the 2 sides of that date against each other.

A decree applied for by 31 December 2026 keeps dividends, interest and gains that accrue after the move at 0% through 2035. One applied for from 1 January 2027 pays 4% on the same income.

Gains built up before the move are not covered: they stay federally taxable for 10 years, after which Puerto Rico taxes them at 5%. The San Juan page gives the rule and its source, as published.

Is this advice?

No. It is comparison research on published rules and figures.

This page is the general case. Your income and passports rank all 100 differently.
