The United States taxes its citizens on worldwide income wherever they live. The picture puts the same $1,000,000 through 12 financial centers on the board, once for any other passport and once for a US citizen, from the Keep Index 2026.

Where a place taxes less than the US would, the American pays the difference to the US. Dubai takes 0% from anyone else and 32% from a US citizen. Across the board, a US citizen pays more in 28 of the 100 places.

Foreign tax credits and the exclusion for earned income soften the floor at lower incomes, and renouncing has its own rules. The page on how a US citizen is taxed abroad gives them.

Is this advice?

No. It is comparison research on published rules and figures.

A qualified adviser confirms any individual position.

Your position, not the average

This page is the general case. Your income and passports rank all 100 differently.
