Provence takes an effective 45% of $1M, about $449K, which leaves $551K.

George Town levies none. The other 3 do: Megève 35%, Tivat 17% and Miami 24%.
Marbella.
Marbella does, with a top rate of 3.5% of net assets. Puerto Rico, UAE and Indonesia levy no general annual wealth tax.
New Zealand.
New Zealand abolished estate duty in 1992. France, Bermuda and Spain all tax an inheritance.
Tel Aviv.
Exit tax. Israel deems your assets sold the day before you cease residence. Leaving Finland, Stockholm or Portugal carries no exit tax for an individual.
Ibiza.
Ibiza, with 3,000 hours a year. Lucerne has 1,650.
