Buenos Aires, for a high earner.

The most European city outside Europe, at a fraction of the cost of any city that looks like it. Recoleta and Puerto Madero run on cattle money and new agricultural fortunes, the steak and the wine are the best on the continent, and the peso does the rest of the work. The wealth tax is real but falls to a flat 0.25% in 2027, and residency asks for about US$1,300 a month from anywhere else.
