Social contributions and most deductions are not modeled. A US citizen in Monaco owes US federal tax: $138K on $500K, $320K on $1M, $1.1M on $3M on the engine's floor. The foreign earned income exclusion covers a capped slice of salary and none of the investment income, so the model leaves it out.
A French passport keeps French tax. Under article 7 of the Franco-Monegasque tax convention of 18 May 1963, a French national who moves home or residence to Monaco, or who could not show 5 years of habitual residence in Monaco on 13 October 1962, stays subject to French income tax as if still living in France. The convention excepts members and staff of the Sovereign's household, and Monaco public servants settled in Monaco before 13 October 1962 (Journal de Monaco 5.525 of 23 August 1963, Ordonnance Souveraine 3.037 of 19 August 1963, read 23 October 2026). On income, a French national leaving Paris for Monaco keeps the same figure.
Leaving France can carry a charge. Exit tax on unrealized gains if you were tax resident in France for at least 6 of the last 10 years and your holdings exceed 800,000 EUR or 50% of a company, at the 31.4% flat rate. Leaving France: the exit tax →
A US passport keeps its tax. The United States taxes its citizens on worldwide income wherever they live. Monaco levies none, so a US citizen there owes the full federal figure, $320K on $1M. How a US citizen is taxed abroad →
For a French or other EU passport the route is a straightforward permit. Residence card with proof of accommodation and a local bank relationship. Nationals from outside the EEA and Switzerland route through a French long stay visa first.
