The residence route.

Montenegro is an EU candidate, not a member, so no passport walks in on free movement. Most Western passports enter visa free for 90 days, then apply for temporary residence. Owning property with a transfer tax base of at least €150,000 is the usual route since 17.01.2026, renewed every year and without the right to work. A company you run as executive director and own more than 51% of works too, renewed while it pays at least €5,000 a year in tax and contributions, and a digital nomad permit runs up to 2 years, renewable once. Permanent residence comes after 5 years. Citizenship by investment closed at the end of 2022 and ordinary naturalization takes about 10 years. Tax is 9% on income from €8,400 and 15% above €12,000, capital gains and dividends a flat 15%, and Tivat adds a 13% municipal surtax on the tax itself, which is the 17% on the page.
