  • A residence permit is an immigration status. Tax residence is a separate test under tax law, and holding 1 does not settle the other.
  • In the UAE a residence permit holder meets the tax residence definition with 90 days of presence and a home, a job or a business there, or with 183 days. Cabinet Decision No. 85 of 2022.
  • Citizenship follows its own clock. Portugal asks for more than 183 days in 12 months for tax residence, and since 2026 for 10 years of residence for citizenship.
  • In almost every country on the board citizenship does not decide tax. The United States is the large exception: it taxes its citizens wherever they live. French nationals living in Monaco stay within French income tax under the 1963 convention.

Is a residence permit the same as tax residence?

No. A residence permit is granted by the immigration authority, and tax residence is tested under tax law.

A person can hold a permit without being tax resident, and can be tax resident after a permit has lapsed. Each country on the board publishes its own tax test.

Does a golden visa make a person tax resident?

Not by itself. It gives the right to live in the country.

Tax residence then depends on the days spent there, the home and the ties, under the tax test of that country.

What does a tax residence certificate prove?

That the issuing tax authority treats the holder as its resident for a stated period.

It is used to claim treaty relief. The other country still applies its own test, and the treaty's tie-breaker decides where both claim the person.

Does citizenship decide where a person pays tax?

Rarely. The United States is the large exception: it taxes its citizens wherever they live.
