On the default reading, the Gulf and Monaco lead, since income, gains and wealth are taxed at 0% there. The full ranking, with the top 3 from London, New York, Zurich, Dubai, Singapore and Tel Aviv, is on where should high earners live.
Among them the UAE, Singapore, Hong Kong, Israel, Austria, Cyprus, Mexico and most of the Caribbean levy none. Monaco, Portugal and most Swiss cantons levy one but charge a spouse and children nothing. Every country on the board, with what a child pays and the source, is on countries with no inheritance tax.

One number on the card comes from a single outside source: the net millionaire flow, Henley & Partners' annual estimate of millionaires moving in and out of each country. It is one line per country, so it sits on the card as context, not as a score.

Tax is computed from each jurisdiction's own statutory brackets, surcharges, and inbound regimes, applied to your income and your exit, which is why Zug and Zurich give different answers and a headline rate never appears. The visa doors are read from each program's current rules and thresholds, jurisdiction by jurisdiction. Cost of the life, safety, schools, and sun hours are indexed against Zurich at 100 from public records. The wealth signals, watch houses, supercar dealers, and the street index, are scored by us, city by city, from what is actually on the ground.
